Laos has shown consistent improvement in the UNDP Human Development Index (HDI), being ranked 141st out of 173 countries in 1993, and climbing to 135th by 2003. Despite these improvements, it is still one of the lowest ranking countries in South East Asia. There is strong commitment by the government and UN partners towards achieving the MDGs with the process being led by the Minister for Foreign Affairs. Since the founding of the United Nations in 1945, over 500 multilateral treaties have been deposited with the Secretary-General. Taken together these multilateral treaties constitute a comprehensive international legal framework covering the whole spectrum of human activity, including human rights, humanitarian affairs, the environment, disarmament, international criminal matters, narcotics, outer space, trade, commodities and transport. But some of these multilateral treaties, though negotiated many years ago, have yet to receive the minimum number of signatures, ratifications and accessions required for their entry into force. By becoming a party to these multilateral treaties, States can contribute significantly to advancing the rule of law in international relations and the cause of peace. Bringing about development of the people, by the people, and for the people, and emphasizing that the goals of development are choices and freedoms.
