Lao PDR is at an important juncture with respect to the achievement of the MDGs with the opportunity provided by the 7th National Socio Economic Development Plan. In order to ensure that the 7th plan is geared to meet the MDG targets, crucial preparatory work is required, for example an inventory of the public interventions needed to meet the MDGs and their associated costs. Carrying out a thorough MDG needs assessment and costing exercise is the first step toward an MDG-based planning and budgeting framework. Taking this forward in Lao PDR is testimony to the strong and real commitment of the Government to pro-poor planning.
