Millennium Development Goals Progress Reports Lao PDR (2004 and 2008)

First report 

Although Laos has experienced advances in social development in recent years, and significant progress has been made towards achieving the Millennium Development Goals (MDGs), the country faces many development challenges. Laos has shown consistent improvement in the UNDP Human Development Index (HDI), being ranked 141st out of 173 countries in 1993, and climbing to 135th by 2003. Despite these improvements, it is still one of the lowest ranking countries in South East Asia. There is strong commitment by the government and UN partners towards achieving the MDGs with the process being led by the Minister for Foreign Affairs.

Second report 

The second MDG Progress Report for Lao PDR 2008 constitutes a cornerstone of the national efforts to monitor progress towards the realisation of Lao PDR’s obligations under the Millennium Declaration and the Millennium Development Goals (MDGs). This report not only provides an opportunity to take stock, but also gives a special opportunity to the Government to reaffirm its political commitment and focus the national development debate, ensuring poverty issues are prioritised in the national development agenda. Its release comes at a crucial time as the Government begins preparing its 7th five-year National Socio-Economic Development Plan (NSEDP), 2011-2015. This report will now provide a framework for the next phase of national development planning and will also guide future collaborative efforts between the development community and the Government.

The 2nd MDG progress report for the Lao PDR was launched on Aprill 11th 2009 by Secretary-General of the United Nations Mr. Ban Ki-moon and H.E Dr. Thongloun SISOULITH, Deputy Prime Minister and Minister of Foreign Affairs of the Lao PDR at UN House, Vientiane.

Common Country Assessment (2006)

The CCA is the UN's country-based process for reviewing and analysing the national development situation and identifying key issues as a basis for advocacy, policy dialogue and preparation of the UN Development Assistance Framework (UNDAF). The objective of the CCA is to "achieve deeper knowledge of key challenges, based on a common analysis and understanding of the development situation of a country and a people-centred approach.

United Nations Development Assistance Framework 2007- 2011

A strategic planning and collaborative programming framework, the UN Development Assistance Framework (UNDAF) was first mandated in the UN Secretary-General's report "Renewing the United Nations: A Programme for Reform" of 14 July 1997. The UNDAF is designed to bring greater coherence, collaboration and effectiveness to United Nations development efforts in the field. In short, the UNDAF identifies common challenges, common responses, common resource frameworks, and potential partnerships.

United Nations Resident Coordinator/UN Country Team Annual Report

United Nations Resident Coordinator / UN Country Team Annual Report The United Nations Resident Coordinator Annual Report for the Lao PDR is prepared in collaboration with all United Nations programmes and specialized agencies operating in the Lao PDR, including non-resident agencies, Bretton Woods Institutions and the Asian Development Bank. All members of the UN Country Team contribute to the assessment of results achieved through inter-agency collaborative programmes and initiatives. These reports highlight the impact of collaborative UN System activities , the implementation status of the UN Secretary-General's Programme for Reform in the Lao PDR, and our plans for further collective efforts in support of national development objectives and priorities.

Lao PDR's Participation in Multilateral Treaties Deposited with the United Nations Secretary-General

Since the founding of the United Nations in 1945, over 500 multilateral treaties have been deposited with the Secretary-General. Taken together these multilateral treaties constitute a comprehensive international legal framework covering the whole spectrum of human activity, including human rights, humanitarian affairs, the environment, disarmament, international criminal matters, narcotics, outer space, trade, commodities and transport. But some of these multilateral treaties, though negotiated many years ago, have yet to receive the minimum number of signatures, ratifications and accessions required for their entry into force. By becoming a party to these multilateral treaties, States can contribute significantly to advancing the rule of law in international relations and the cause of peace.

Human Development Reports

The Human Development Report (HDR) was first launched in 1990 with the single goal of putting people back at the center of the development process in terms of economic debate, policy and advocacy. The goal was both massive and simple, with far-ranging implications - going beyond income to assess the level of people's long-term well-being. Bringing about development of the people, by the people, and for the people, and emphasizing that the goals of development are choices and freedoms. The Human Development Report is an independent report, commissioned by UNDP and is the product of a selected team of leading scholars, development practitioners and members of the Human Development Report Office of UNDP.

Avian and Human Influenza Guidelines for Lao PDR

The UN system in the Lao PDR has prepared its first staff contingency plan for an influenza pandemic in July 2005, and continues to regularly revise and update its plans and level of preparedness. Comprehensive guidelines on food safety and personal precautions to protect personnel in the event of a Human and Avian influenza outbreak have been developed.

Juth Pakai Journal

The UN Country Team sponsored this development journal to promote debate and information exchange among those working for the country's development. Issues of Juth Pakai contain articles from a range of writers on various development perspectives. The journal was published three times per year, in both Lao and English, as a forum for Lao and international development professionals to exchange information and ideas.

Secretary General's Report "In Larger Freedom" (2005)

The Secretary General's report "In larger freedom: towards development, security and human rights for all" was presented to the United Nations General Assembly in 2005, urging Member States to adopt a package of specific, concrete proposals to tackle global problems and enable the Organization to better respond to current challenges.
